Do It Yourself vs. Outsource HR & Headhunter: Which Is More Cost-Effective for Startups?

When a startup starts to grow, one question often comes up: “How should we find more people?”

At first, the Founder or existing team may handle recruitment themselves. They post jobs, review resumes, and arrange interviews because they may not want to add HR costs too early.

But as the company grows, the number of positions to fill usually grows too. What started as “We can handle it ourselves for now” can quickly become another task that takes up a lot of the team’s time.

At this point, many companies start looking at other options, such as hiring an HR employee, using an Outsource HR service, or working with a Headhunter or Recruitment Agency.

So, which option is best for a startup?

There is no one answer for every company. Each startup has different team sizes, budgets, and hiring needs. Instead of asking only “Which option is cheaper?”, it is better to look at the recruitment challenges the company is facing right now.

When Is In-House Recruitment a Good Option for Startups?

Doing recruitment in-house does not mean that a company needs a large HR team. A small team can also manage recruitment, especially when there are only a few open positions.

For example, if a startup has only 2–3 open positions and the roles are relatively easy to fill, the internal team may be able to post jobs on Job Boards, Social Media, or the company’s own channels. They can then review resumes and conduct interviews themselves.

One advantage is that the team can speak directly with candidates. People inside the company can also explain the job, company culture, and what the business is working on in detail.

Cost is another important factor for many startups. When a company handles recruitment itself, there is no Recruitment Agency fee for each position.

However, one thing should not be overlooked: Recruitment takes time.

Finding one person does not end with posting a job. The process also includes reviewing resumes, contacting candidates, arranging interviews, following up, and coordinating with people inside the company.

If the Founder or Manager is responsible for these tasks while also managing their main responsibilities, the time spent on recruitment becomes a cost too.

According to SHRM, the average Time-to-Fill in 2025 was 44 days, showing that hiring a new employee can take several weeks rather than just a few days.

Therefore, in-house recruitment may work well for companies that have someone available to handle recruitment, enough time to manage the process, and only a small number of open positions.

What Can Outsource HR Help With?

When a startup has more employees but is not yet ready to build a full HR team, Outsource HR can be another option.

Simply put, a company can work with an external HR specialist to handle certain HR tasks based on an agreed scope, instead of hiring a full-time HR employee to manage everything.

The services offered by Outsource HR providers can be different. Some focus on Recruitment, while others help with Payroll, employee documents, HR operations, or HR systems. Some providers offer several services together.

For startups, one benefit is that they do not have to build a complete HR team all at once.

For example, a company with 20–30 employees may start dealing with recruitment, employee documents, HR processes, and other HR tasks at the same time. Having an external HR specialist support some of these areas may be more practical than asking one employee to handle everything alone.

However, before choosing an Outsource HR provider, it is important to check exactly what services are included.

The term “Outsource HR” does not mean every provider offers the same service. Some focus mainly on HR Operations, while others focus more on Recruitment or provide a wider range of HR services.

What Is the Difference Between Outsource HR and a Headhunter?

These two services are often mentioned together, but their roles are actually quite different.

Outsource HR usually covers a wider range of HR support, depending on the agreed scope. A Headhunter or Recruitment Agency, on the other hand, focuses mainly on finding candidates for specific positions, especially roles that can be difficult to fill.

This can include positions such as Specialists, Managers, or professionals with specific experience or skills.

One important area where a Headhunter can help is Candidate Sourcing.

Suitable candidates are not always people who are actively applying for jobs. Some may not be looking for a new job at all, but they may still have the right experience for a company’s needs.

Recruiters with candidate networks and knowledge of the job market can help find and approach these candidates.

This becomes even more important when a company is looking for specific skills. The more requirements a position has, the smaller the number of suitable candidates may be.

Of course, companies can also use more than one approach at the same time.

For example, a startup may handle general positions in-house but use a Headhunter when it needs to fill a difficult position.

Another company may already have an HR team but use an Outsource HR service during a period of rapid growth when many positions need to be filled.

So, the choice between in-house recruitment, a Headhunter, or Outsource HR depends on what kind of support the company needs and how much internal resources it has.

What Should Startups Consider Before Choosing?

1. How Many Positions Do You Need to Fill?

If there are only a few open positions, handling recruitment in-house may still be manageable.

But when several positions need to be filled at the same time, the workload can quickly increase — from posting jobs and reviewing resumes to arranging interviews.

2. How Difficult Is the Position to Fill?

For general positions where there are many potential candidates in the market, a company may be able to start by recruiting in-house.

However, if the company needs someone with specific experience or several specific requirements, working with a Recruiter may help the company reach more suitable candidates.

3. Who Will Be Responsible for Recruitment?

If the Founder or Hiring Manager is reviewing resumes and arranging interviews, consider how much time recruitment is taking away from their main responsibilities.

Sometimes, the cost is not only the Recruitment service fee. It can also be the time that the internal team spends away from their main work.

4. Do You Only Need People, or Do You Also Need an HR System?

If the company only needs to find a candidate for a specific position, a Headhunter or Recruitment Agency may be a better fit.

But if the company is dealing with several HR needs at the same time, such as Recruitment, HR Processes, employee documents, or employee management, an Outsource HR service that can support multiple areas may be more suitable.

5. How Important Is the Position to the Business?

Some positions may remain open for a while without having a major impact on the business.

But if the position is a Key Position that directly supports business operations or growth, finding the right person quickly becomes more important.

In this situation, looking only at “How much does the service cost?” may not be enough.

“Cost-Effective” Does Not Always Mean “Cheapest”

When companies think about Recruitment, one common question is: “If we recruit by ourselves, it should be cheaper than hiring a Headhunter, right?”

Not necessarily.

It is important to consider the costs that come along the way.

For example, a company may spend 1–2 months trying to find the right person. During this time, the Founder or Manager may spend several hours each week reviewing resumes and interviewing candidates. And after all that time, the company may still not find the right person.

The cost is therefore not only the cost of posting a job. It can also include the team’s time and the Opportunity Cost of leaving an important position unfilled.

At the same time, hiring a Recruitment Agency is not the right choice for every company.

If a company already has a strong Recruitment team, receives suitable candidates regularly, and can fill positions successfully on its own, in-house recruitment may still be the better option.

In the end, the question may not simply be “Which option is cheaper?” but “Which option is right for our company right now?”

Every company has different costs and resources. What is cost-effective for one startup may not be the same for another. The value of a recruitment solution should not be measured only by the number on the quotation.

For companies that already have an HR team but are facing challenges such as limited time, difficult-to-fill positions, or a small number of suitable candidates, working with a Recruitment Agency for selected positions can be another option. There is no need to outsource the entire HR function.
